In 2008, Mace was commissioned to review North East Essex Primary Care Trust’s existing FM contract and develop procurement options to ensure value for money, effectiveness and a reduction of risk exposure.
The first stage of the review consisted of a number of operation work streams that aimed to compile information relating to the current contract, its management and the experiences of service users and key stakeholders. This information was analysed and used to evaluate risk exposures and the extent to which the current contract offered a value for money and effective service.
The second stage of the review considered the impact on FM provision of the division of estate between the Primary Care Trust (PCT) commissioner and its divested provider arm. Estate ownership scenarios were developed and a number of options suggested for third party ownership of premises.
During the third stage of the review a series of procurement options were proposed that considered the shortfalls of the current contract environment, the public care trust’s relationship with the local Foundation Trust and the PCT’s evolving operational model as a commissioner of services divested from its provider arm.
The final report highlighted the impact of FM services on the patient environment and essence of care. In particular, we suggest that a division of FM responsibility between PCT commissioner and potential providers might be appropriate.
As PCTs continue to evolve, it is essential that commissioners and providers recognise the importance of strategic estates and facilities planning. It is Mace's opinion that a ‘fit for purpose’ service must align the provision of care with provision of appropriate support services.
